What’s ground service?
• Ground service, which relative to the on board service, is a broad idea.
• Generally sepeaking, the Ground service should includes airline companies, airports, agents that serve the passengers and the principals, as well as the services for airline companies such as air traffic control center, fuel companies and aircraft maintenance.
• From the Air Transportation’s view, the Ground service means the services offered by a series of agents such as airline companies and airports for the passengers.
• From the passengers’ view, the Ground service includes the airports, airline companies and the agents
• What should the ground crew be?
• Law abiding, job loving, benefit protecting, honest,enthusiastic and having a strong service orientaion.

• 2011年，地服部主要从五个方面推进各项工作：安全方面，一是强化安全意识教育，营造安全文化氛围；二是推进SMS的应用，实现安全过程控制；三是着力安全关键环节，细化安全管控措施，加强应急管理工作；四是加强空防安全。服务方面，一是加强服务意识教育，营造积极的服务氛围；二是建设服务质量管理体系，推进服务一致性；三是治理重点服务短板，达到服务四星；四是加强服务风险防范；五是加大检查力度，完善考评机制。运行方面，一是应对本场运行困难，力争现场生产顺畅；二是大力推进IT项目建设，不断优化相关生产流程；三是提升中转保障能力，推进区域枢纽建设；四是配合分公司T2办，做好机场资源争取，并根据地服部生产特点，优化功能设计；五是切合未来枢纽建设发展，完成人岗及设备匹配分析，积极争取人力资源及设备资源；六是设计二号航站楼（T2）生产业务流程，确定未来地服部管控模式；七是制定T2转场方案，实施培训及演练，确保转场工作顺利完成；八是配合分公司做好地服部综合配套设施的建设，并提出相关建议。发展管理方面，一是全面推行绩效管理，考核结果深化应用；二是规范做好重点培训，建立效果评估验证机制。党建方面，一是以“迎接建党90周年”为主题，推进创先争优活动；二是强化两支队伍建设，为成都枢纽建设储蓄后备人才；三是从源头上、制度上完善管控措施，抓好廉洁从业工作；四是发挥大政工工作格局优势，积极推进部门文化建设；五是落实综治责任，建设平安环境。
