“一带一路”国际艺术教育联盟章程
第一章 总则
第一条 联盟名称。“一带一路”国际艺术教育联盟(以下简称“联盟”),英文名称为:The Belt and Road Art Education Alliance,英文缩写为:BRAEA。
第二条 联盟性质。联盟在自愿、互利、友好、协商的基础上,本着友好的合作意愿和共同发展的原则,由“一带一路”沿线国家和地区的院校、行业企业、教育机构等自愿组成的非政府、非法人、非营利性社会团体。
第三条 联盟宗旨。联盟本着“优势互补、资源共享、协同创新、合作共赢”的原则,充分发挥联盟成员单位的特色和优势,广泛开展多种形式的国际、校际、地区间的艺术教育、文化及各国优秀非物质文化遗产传承创新等领域的广泛交流与合作,促进艺术教育与艺术创新发展,推动中外文化交流互鉴,为培养各国所需艺术实用人才做贡献。
第二章 组织机构及职责
联盟下设理事会、常务理事会、秘书处、专家委员会。
第四条 理事会,常务理事会 理事会由联盟所有成员单位组成。常务理事会由全体理事单位代表选举产生。原则上,联盟内每个国家(地区)、国内每个省至少有一个常务理事单位。每个理事单位(常务理单位)应推荐一名代表参加理事会(常务理事会)。
理事会主要职责:理事会对联盟各成员单位负责,拥有联盟事务终决权、重大事项审议决策权。推举产生常务理事单位、理事会理事长、副理事长;批准吸纳和免除联盟成员;审议联盟成员单位提出的提案;讨论决定联盟的发展战略和重大财务问题、重大科技问题,沟通和协调各成员单位之间的关系,确保联盟工作高效有序运行。
常务理事会主要职责:审定联盟发展规划和年度工作计划;审议联盟年度工作报告;以轮值方式举办每年至少一次的联盟活动;领导联盟成员单位开展活动;决定联盟的其他重大事项。
第五条 理事长、副理事长 理事会设理事长单位一个,副理事长单位若干个。原则上,每个省、国家及地区至少有一个成员单位的主要领导成为副理事长。理事长单位和副理事长单位由常务理事会在常务理事单位中推选产生,原则上每届任期四年。理事长、副理事长分别由理事长单位和副理事长单位推荐,经常务理事会同意后履行相关工作职责。
理事长主要职责:领导理事会工作,召集和主持理事会会议;检查理事会决议的实施情况、并向理事会报告;聘任或者解聘秘书长和副秘书长;签署联盟重要文件;审定联盟发展规划,批准联盟的机构设置;审议联盟的年度报告。
副理事长主要职责:副理事长协助理事长工作,并完成分管或理事长委托的工作;受委托可行使理事长职权。
第六条 秘书处 联盟下设秘书处。秘书处设秘书长1人,副秘书长若干人。原则上,每个省、国家及地区至少有一个成员单位的成为理事长(副理事长)或秘书长(副秘书长)。秘书长列席常务理事会议。联盟下设秘书处,落实理事长会议的各项决议,负责处理联盟日常工作。
秘书处主要职责:落实理事长会议的各项决议,处理联盟日常事务,承担联盟门户网站的运维工作,定期发布联盟简报,协调联盟的各项活动,为联盟成员提供服务等。
第七条 专家委员会 由业内知名专家、学者、院校的专家教授,行业企业、行业协(商)会相关专家等构成,指导联盟各项工作。
第三章 权利和职责
第八条 联盟成员基本权利
(一)监督和质询联盟的工作,对联盟的工作提出建议和议案;
(二)参与联盟的各项重大事务和日常活动;
(三)在联盟授权下组织论坛等交流活动;
(四)经理事会同意,可以以联盟名义开展各类合作、交流活动。
(五)共享联盟提供的数据资料、行业报告等各项服务;
(六)自愿加入、退出联盟;
(七)其他符合联盟章程规定的权利。
第九条 联盟成员职责
(一) 成员基本职责:
1. 遵守所在地国家法律法规和国际通用法规,维护联盟形象和合法权益,执行联盟的决议决定;
2. 积极承担和完成联盟委托的各项工作;
3. 积极参加联盟组织的各项活动并承担相应的义务;
4. 联盟成员单位以联盟名义组织的各项活动必须经理事会同意方可实施。
(二) 成员主要职责:
1. 院校主要职责:负责发挥人才资源优势,为“一带一路”国际艺术教育联盟内成员院校在师资培养、实验实训资源优化整合等方面,在学科专业建设、课程建设和人才培养方案优化及人才培养模式改革等方面提供支撑和保障;为“一带一路”国际艺术教育联盟内成员企业提供企业文化宣传、员工培训、人力资源及科研开发及设计创新等支持等。
2. 行业协会主要职责:对“一带一路”国际艺术教育联盟成员优先供给产、学、研信息资源,对行业发展方向及人力资源开发给予政策和方向的引导,对科研开发及设计创新项目给予优先配置。
3. 企业主要职责:发挥资源优势,为“一带一路”国际艺术教育联盟内成员院校提供实验、研究、设计创新的环境与设备、实验设计师资以及“一带一路”国际艺术教育联盟内成员院校师资实践所需的工作岗位;为“一带一路”国际艺术教育联盟内成员院校的专业建设、课程建设、教师队伍建设和学生实习实践等提供服务和支撑;及时针对“一带一路”国际艺术教育联盟内成员院校提供人力资源需求信息,为“一带一路”国际艺术教育联盟内成员院校提供定向、定单式就业岗位;在“一带一路”国际艺术教育联盟内积极开展校企、企企等多元化合作,与合作各方共同探索、创新“一带一路”国际艺术教育联盟发展壮大所需的新体制、新机制。
第四章 合作方式及内容
第十条 合作领域。联盟将在艺术人才培养、教学改革、师资建设、科学研究、资源共享、创新创业、合作办学、学术交流、设计竞赛、展示展览等领域开展合作。
第十一条 合作方式。联盟鼓励成员单位之间开展多种方式的交流合作,在遵从联盟章程的前提下,成员单位之间可以签订双边或多边合作协议,联盟成员单位也有权利与联盟外其他单位签署双边或多边协议;联盟成员单位在获得理事会同意的情况下,可以以本联盟名义对外签署合作协议或申请政府和社会支持。
第十二条 合作内容。联盟将搭建教育信息、学术资源共享交流合作平台;探索跨校、跨国人才培养新机制,促进联盟成员间的多向互动,积极探索开展双边、多边联合办学,优质资源共享,培养具有较宽视野的高素质艺术人才;开展联盟院校及企业间的需求对接与交流与合作;开展艺术教育和艺术学术研究及“非物质文化遗产”传承创新研究及产品开发,促进文化、学术交流与发展;举办国际艺术创新设计类竞赛;举办国际艺术论坛等。
第五章 联盟成员的加入与退出
第十三条 联盟成员加入管理机制
(一)联盟成员应是愿意为“一带一路”沿线国家和地区艺术教育提供智力支持、人才支持和技术技能支持,并自愿为区域艺术教育发展贡献力量的院校、企业、行业协会、教育机构等;
(二)承认联盟章程并积极参加联盟组织的各类活动;
(三)经理事会同意后方可入盟。
第十四条 联盟成员退出管理机制
(一)联盟成员如自愿退出,应以书面形式告知秘书处;
(二)联盟成员如有违反本章程的行为或不履行成员义务的,经常务理事会表决通过,方可劝其退出联盟;
(三)联盟成员退出后,该成员在联盟所拥有的权利同时终止。
第六章 联盟经费与经费管理
第十五条 联盟采取成员单位轮换的方式举行活动,活动经费由活动承办单位负责筹措、管理与使用。
第七章附则
第十六条 本章程未尽事宜与有关条款的修改,由联盟秘书处提出修改意见,报联盟常务理事会会议审议通过。
第十七条 本章程经联盟理事会表决通过后生效,由联盟秘书处负责解释。
Constitute
of “Belt and Road” International Art Education Alliance
Chapter I General Provisions
Article 1 Name in English is “Belt and Road” International Art Education Alliance (hereinafter referred to as "alliance"), and the English abbreviation is: BRAEA.
Article 2 Based on the principles of willingness, mutual-benefit, friendship and cooperation, institutions, industries and educational institutions along the “Belt and Road" route compose the alliance which is non-governmental, unincorporated and non-profit social organization.
Article 3 Based on the principle of "complementary advantages, resource sharing, collaborative innovation, and win-win cooperation", the alliance gives full play to the characteristics and advantages of its member units, extensively carries out various forms of international, inter school and inter regional art education and cultural exchanges and cooperation, promotes the development of regional art education and contributes to the cultivation of practical art talents from all countries.
Chapter II Structure and responsibilities
There are Council, Standing Council, Secretariat and Expert Committee under the alliance.
Article 4 The Council is composed of all alliance members and the Standing Council is produced through election by representatives of alliance members. In principle, there should be at least one standing director unit in each country or region and province and each unit of the Council (Standing Council) should recommend a representative to participate in.
Main responsibilities of the Council: the Council is responsible for all member units and has the final decision-making authority on affairs of the alliance; to elect the members of Standing Council, the Director and Vice Director of the Council; to consider the proposals put forward by the member units of the alliance; to discuss and decide the development strategy, major financial issues and major scientific and technological issues of the Alliance; to communicate and coordinate the relations among the member units, so as to ensure the efficient and orderly operation of the Alliance.
The main responsibilities of the Standing Council are: to examine and approve the development plan and annual work plan of the alliance; to deliberate on the annual work report of the alliance; to hold the alliance activities at least once a year in rotation; to lead the member units of the alliance to carry out activities and to decide other major matters of the alliance.
Article 5 There is a Director member and several Vice Director members in the Council. In principle, the main leaders of at least one member unit of each country or region and province should become Vice Director. The Director member and Vice Director members are elected out of the Standing Council and the term of office is 4 years in principle. The Director and Vice Director are recommended by Director member and Vice Director members and approved by the Standing Council.
Main responsibilities of the Director: to lead the work of the Council, convene and preside over council meetings; to check the implementation of Council resolutions and report to the Council; to appoint or dismiss the Secretary General and the Deputy Secretary General; to sign important documents of the Alliance; to examine and approve the development plan and the organizational structure of the Alliance and to consider the annual report.
Main responsibilities of the Vice Director: to assistant the Director; to complete the work in charge or entrusted by the Director and can represent the Director when entrusted.
Article 6 The Secretariat has one Secretary General and several Deputy Secretaries. In principle, at least one member of each province, country or region will become the Director (Vice Director) or the Secretary General (Deputy Secretary). The Secretary General attends the Standing Council meeting. The secretariat implements the resolutions of the Director meeting and is responsible for the daily work of the Alliance.
Main responsibilities of the Secretariat: to implement the resolutions of the Directors meeting; to handle daily affairs and undertake the operation and maintenance of the alliance portal site; to regularly issue the alliance briefing; to coordinate the activities of the Alliance and serve the members.
Article 7 The Expert Committees are composed of well-known experts, scholars and professors from colleges and universities, relevant experts from industry enterprises to guide the work of the Alliance.
Chapter III Rights and Responsibilities
Article 8 basic rights of Alliance members
(1) to supervise and question the work of the Alliance, and put forward suggestions and proposals;
(2) to participate in alliance activities;
(3) to organize forums and other exchange activities under the authorization of the Alliance;
(4) to carry out cooperation and exchange activities in the name of the Alliance with the consent of the Council;
(5) to share data, reports and other services provided by the Alliance;
(6) to join or withdraw from the Alliance Voluntarily;
(7) Other rights in accordance with the Alliance Constitute.
Article 9 Responsibilities of Alliance members
(一) Basic responsibilities:
1. Abide by the local national laws and regulations as well as international regulations, safeguard the image and legitimate rights and interests of the Alliance, and implement its resolutions and decisions;
2. Actively undertake and complete all tasks entrusted by the Alliance;
3. Actively participate in all activities organized by the Alliance and undertake corresponding obligations;
4. All activities organized by the member units in the name of the alliance can be implemented only with the consent of the Council.
(二) Main responsibilities:
1. For colleges, university and education institutes, it is responsible for them to fully support and guarantee faculty training, curriculum construction and reform among members in education sector. They also have obligation to assist members in industrial sector in culture publicity, staff training, scientific research and design innovation, etc.
2. For industry associations, it is responsible for them to give priority to the supply of production and research information resources, to give guidance to the direction of industry development and policies of human resources cultivation and to allocate related resources needed by scientific research and projects innovation for Alliance members.
3. For corporations and companies, it is responsible for them to provide experimental, research, design environment and equipment, designers to be teaching staff simultaneously as well as positions of internship for staff of colleges, university and education institutes among Alliance members. They need to serve and support the curriculum construction, staff building and student internship, and also timely provide information on human resources demand and employment chances. They also should carry out multilingual cooperation between colleges and industries, explore and create new system to strengthen Alliance.
Chapter IV Mode and Content of cooperation
Article 10 Concerning areas of cooperation, the alliance will carry out cooperation in art talent training, teaching reform, teaching staff construction, scientific research, resource sharing, innovation and entrepreneurship, cooperative education, academic exchange, design competition, exhibition and other fields.
Article 11 Concerning mode of cooperation, member units are encouraged to carry out various exchanges and cooperation. On the premise of complying with the Constitute, member units can sign bilateral or multilateral cooperation agreements among members, and member units of the alliance also have the right to sign bilateral or multilateral agreements with other units outside the alliance. Member units of the Alliance can sign cooperation agreements, apply for government and social support in the name of the Alliance with the consent of the Council.
Article 12 Concerning contents of cooperation, the alliance will build a platform for exchange and cooperation of educational information and academic resources; explore new mechanisms for cross-university and cross-border talent cultivation; promote multi-directional interaction, resources sharing and joint education among members to cultivate high-quality art talents with a wide vision; carry out demand docking, exchange and cooperation between alliance universities and enterprises; implement art education, academic research, inheritance and innovation of "intangible cultural heritage" and its product development; hold international art innovation and design competition as well as international art forum.
Chapter V Membership Acquirement and Withdrawal of Alliance Members
Article 13 Membership Acquirement
(1) Members of Alliance are universities, enterprises, trade associations and educational institutions who should be willing to provide intellectual support and technical assistance to the art education along the “Belt and Road” route and contribute to the development of regional art education;
(2) Admit to the constitution of the Alliance and actively participate in alliance activities;
(3) Only with the consent of the Council can they join the alliance.
Article 14 Withdrawal from Alliance
(1) Members of the alliance who voluntarily withdraw shall inform the Secretariat in writing;
(2) If any member of the alliance violates the alliance constitution or fails to fulfill the member obligations, it can be advised to withdraw from the alliance after the Standing Council has voted and approved it;
(3) The member's rights are terminated at the same time once withdraw from the Alliance.
Chapter VI Alliance funds management
Article 15 The alliance members take turn to hold activities and funds related are raised and managed by the holder.
Chapter VII Supplementary Provisions
Article 16 Matters not covered in this constitute and the modification of relevant articles needed to be put forward by the Secretariat and approved by the Standing Council of the Alliance.
Article 17 The Alliance Constitute shall come into force after being voted and adopted by the Council, and the Secretariat of the alliance is responsible for its interpretation.
