为贯彻落实中办、国办、《关于做好新时期教育对外开放工作的若干意见》和国家发展改革委、外交部、商务部经国务院授权发布的《推动共建丝绸之路经济带和21世纪海上丝绸之路的愿景与行动》以及教育部《推进共建“一带一路”教育行动》和中国四川省委、省政府《关于做好新时期教育对外开放工作的实施意见》，四川省教育厅牵头制定了《四川省推进共建“一带一路”教育行动计划》。随着“一带一路”倡议的深入推进，越来越多“一带一路”沿线国家人民对中国传统艺术产生了浓厚兴趣。为了更好传播中国优秀传统艺术，推动艺术教育国际交流与合作，为艺术教育互容、互鉴搭建平台，四川省教育厅同意由成都纺织高等专科学校牵头组建“一带一路”国际艺术教育联盟，为服务国家“一带一路”发展倡议，积极融入四川经济文化发展，搭建人文交流平台，发挥教育阵地优势，促进“一带一路”国家间文化交流，传播传承我国优秀传统文化和四川非物质文化遗产。“一带一路”国际艺术教育联盟的成立，是“一带一路”国际文化艺术周活动连续五年成功举办所取得的重要人文交流成果。

Pushed by related policies from central government and Sichuan provincial government, the “Belt and Road” Initiative spreads and enjoys wide acknowledgement among counties along the route and more people have been interested in Chinese traditional art. In order to spread Chinese traditional art, strength international communication and cooperation of art education, bridge platform for mutual tolerance and win-win relationship, authorized by the Sichuan Provincial Department of Education, Chengdu Textile College advocates the formation of the "Belt and Road" International Art Education Alliance for better serving the “Belt and Road” Initiative, Sichuan economic and cultural development and promoting cultural interactions among countries along the belt and road as well as the spread of Chinese traditional culture and Sichuan's intangible culture. The foundation of Alliance witnesses and proves the successful holding of the “Belt and Road” International Cultural and Art Week in consecutive 5 years.
